Samantha is a chartered Town Planner with over 25 years’ experience in planning. Many of her Local Authority roles have related to the provision of social infrastructure, including leading on infrastructure delivery planning, CIL, s106 and production of a ‘Planning for Schools’ DPD. She joined the Civil Service in 2016 and is currently Head of Forward Planning within the Department for Education (DfE) Planning team.
The team she now leads has recently launched ‘Developer Loans for Schools’, a pilot initiative which promotes new and extended schools as enabling infrastructure to help unblock the delivery of new homes. Working with LAs, LPAs and developers and supported by MHCLG and Homes England, this initiative aims to address developers’ cashflow problems, deliver schools as essential supporting infrastructure when and where they are required, and maximise the place-making value of schools.
Sam’s team have published DfE guidance on ‘Securing Developer Contributions to Education’ and ‘Education Provision in Garden Communities’. They work with MHCLG to facilitate delivery of schools, including through Housing Infrastructure Fund and by securing relevant input to national policy and guidance.
Samantha has experience in supporting junior staff through the profession and a keen interest in CPD.
